I think none is worse, but I'm HORRIBLE at getting them out, so I hope I'm not damned to hell for it... it doesn't mean I don't appreciate the person or what they have done, it just means that I'm not organized enough to get a card in the mail...

No card is worse, for two reasons: first, gift giving is a way of creating or cementing emotional bonds between people. Not acknowledging the gift is denying the bond, which is tantamount to rejecting the gift. Second, not sending a card leaves the person in limbo, wondering if you are, in effect, rejecting them, or if you simply did not get the gift, say because the USPS lost it in transit. If people know that you send out cards, then they can eventually ask you about it without seeming altogether rude.
